Governments
Federal, State/Provincial and local government agencies are tasked with developing rules and regulations to protect health and the environment from increasingly complex and diverse threats with continuous pressure on staff and budgets. The depth and breadth of ECO’s manufacturing experience and regulatory expertise is increasingly being called upon to provide support and assistance in performing needed studies and developing implementation guidance.
For instance, ECO developed regulatory guidance documents for certain sections of the Air regulation, Ontario Regulation 419 for the Ontario Ministry of the Environment.
Project Profiles:
- Development of a Background Report and Separate Technical Bulletin on the Capture and Control of Process Fugitive Air Emissions in Foundries, Steel Mills and Mining operations. Ontario Ministry of Environment Project. The report was well received by the Ministry and other stakeholders. The report addressed in some detail ventilation design, installation and maintenance with respect to fugitive emissions capture and control at Foundry operations, Steel mills and Mining operations. Some of the aspects discussed include, Fundamentals of Fume Capture; Strategies for Minimizing Process Fumes; Fugitive Emission Capture systems including, enclosures, hoods, barriers and the building; Fundamentals of Industrial Ventilation, including hood and exhaust stack design; Pollution control equipment for process fugitive emissions.
- The Development of a Background Paper and the Application of Cost under Ontario Regulation 419: Air Pollution – Local Air Quality- 2008-2009- Ontario Ministry of Environment Project. The project involved developing a methodology to evaluate various air emissions control technologies, develop detailed costing methodologies and calculations and comparing the costs to a threshold or indicator value (based on the principles of risk management) to determine cost-effectiveness.
- Development of Regulation 419 Technology Benchmarking Guidance document. The Technology Benchmarking Review Guidance provides instruction to Ministry personnel and business interests preparing Alternate Standard Requests.

Commercial
ECO provides environmental assessments and due diligence plans to commercial entities. We provide Phase I and Phase II assessments, which are especially required during real estate transactions to minimize environmental liabilities. ECO engineers have many years of experience in remediation and decommissioning projects and will provide practical and cost effective solutions for your remediation and decommissioning needs. ECO also supports ongoing environmental compliance requirements such as storm water permits and storm water pollution prevention plans.
Project Profiles
- Provided engineering and administrative support to a specialty coffee roasting operation in Michigan and resolved an odor issue that had forced the Owner Operator to shut down the facility for 4 months. ECO identified practical and cost effective control technologies to minimize air emissions that were causing the odor and worked with the state and local regulatory agencies and the local community to resolve the issue and re-commence operations at the facility.
- Conducted several Phase I and Phase II assessments for our commercial clients.
Automotive
ECO principals have a combined 42 years of experience managing environmental compliance issues and environmental management systems at automotive facilities worldwide. Automotive facilities are subject to myriad federal, state and local regulations that are highly technical, complex and change often. - Project managed budget, design, construction and launch of 5 wastewater treatment plants.

- Managed budget and RCRA closure of 18 in-ground hazardous waste impoundments .
- Managed ISO 14001 implementation and initial certification program for all 29 Ford’s Vehicle Operations facilities in North America.
- Secured NSR permit approval for new paint shops at 11 US facilities and Certificates of Approval for 3 facilities in Ontario.
- Resolved major odor enforcement actions at 7 facilities in the US & Ontario.
- Obtained Ford’s first flexible operating air permits at 3 assembly plants.
- Obtained Ford’s first Basic Comprehensive Certificate of Approval (Air) in Ontario.
- Representative on the Michigan Air Permit Reform Task Force that revised air permitting in Michigan.
- Conducted numerous environmental compliance assessments, environmental studies and environmental impact statements at diverse and often complex facilities.
- Metal Product &Machining (MP&M) rule: Provided extensive data and engaged in numerous negotiating sessions with EPA compelling them to promulgate the final MP&M rule with no new requirements for in-direct dischargers (all Ford facilities). The effort saved Ford $228 million in Capital and O&M costs.
- Spill Prevention Control & Countermeasure (SPCC): Aggressively negotiated with USEPA and obtained favorable interpretations and clarity on several aspects of the SPCC rule significantly benefiting all automotive facilities.
- Aggressively negotiated waste water discharge rates with the Louisville Metro saving the two Ford facilities in the area $800, 000 per year.
Aerospace
The aerospace industry is subject to highly technical and complex environmental regulations, including the Aerospace NESHAP promulgated on September 1, 1995 and several other MACT standards. Facilities must analyze and review federal, state and local regulations to determine applicability to their operations. ECO will assist facilities with applicability determinations as well as reporting, monitoring, permitting, equipment installation and training requirements. Alternate Energy
Alternate energy sources such as bio-diesel facilities, wind turbine manufacturers, solar panel manufacturers, hydro-electric dams are subject to myriad environmental regulations often before construction can commence. - Both ECO principles represented the Ford Windsor Casting Plant and performed detailed reviews of the foundry operations to complete an updated ESDM, perform technology benchmarking evaluations and control cost effectiveness determinations to support resolution of regulatory agency and community concerns.
- Led Ford Motor Company negotiations with USEPA in developing the Iron and Steel Foundry MACT Standard. USEPA’s Foundry MACT Standard was of critical importance to the Ford Cleveland Casting Plant operation and involved extensive discussions regarding the feasibility and performance of potential controls as well as cost effectiveness considerations. Coordination of efforts with the American Foundry Society (AFS), GM and Chrysler provided exposure to a broad cross-section of foundry operations.
- Assisted Canadian Foundry Association (CFA) in developing a sector based technology benchmarking report for control of air emissions from foundry operations.
Steel Mills
Steel Mills have a significant environmental foot print and are subject to highly technical and complex environmental regulations. Facilities must analyze and review federal, state, provincial and local regulations to determine the ones that apply to their operations. Marine Vessels
